Dubai adopts student-centric education strategy to shape future leaders
The newly approved strategy aims to deliver world-class education from early childhood to higher education levels.
Dubai: Dubai has unveiled an ambitious education strategy aimed at placing students at the heart of its learning system, preparing them to become future leaders.
The Education Strategy 2033, approved by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, seeks to provide world-class education from early childhood through to university, with a strong emphasis on developing critical skills and fostering innovation.
This initiative is part of Dubai’s larger vision to become a global leader in education while nurturing the next generation of talent and leadership.
Sheikh Hamdan stated that the new system will involve both teachers and students in a continuous journey of creativity and growth. "Our goal is to build an education system that adapts to change, develops national talent, and creates future leaders," he said.
World-class education from early childhood to university
The strategy guarantees students receive high-quality instruction from an early age, preparing them for competitive entry into top global universities. It also emphasizes the significance of early career guidance, providing diverse pathways for students, including internationally accredited vocational programs that align with the UAE’s national priorities.
Community involvement and stakeholder engagement
In line with Dubai’s vision for a connected society, the strategy encourages active involvement from parents, educators, and the wider community. This collective approach ensures that students are well-supported throughout their educational journey, with a focus on personal growth and skills development.
The development of the strategy involved input from over 700 stakeholders, including teachers, school principals, university leaders, and parents, in more than 50 consultation sessions. This collaborative approach ensures the plan addresses the diverse needs of the education sector.

As part of Dubai’s broader 2033 Plan and social agenda, the Education Strategy 2033 is designed to contribute to the emirate’s goal of becoming a global hub for education and living.
